THE LAW LIBRARY
Compiled by Ciaran Cronin

Dwayne Sweeney, the Waikato Chiefs full-back, tried to be a bit cheeky during his side's Super 14 game against the Bulls. Jaco van der Westhuyzen, the Bulls' out-half, booted a kick downfield which proceeded to run into the Chiefs ingoal area. Sweeny stood there, as you would, urging the ball to go over the dead-ball line so his side would earn a scrum but seeing that it wasn't likely to happen, he tried something different. The full-back placed his left hand on the ball and his right foot on the dead-ball line and claimed to the referee that because he was technically out of play the ball was too. Sweeney appeared to be testing whether the touchline law . . . which states the ball is out of play if the player carrying it has his foot on the sideline . . . applied to the deal-ball line but it would appear it doesn't. Had Sweeney caught the ball with his foot on the dead-ball line, then his side would have been awarded a scrum back but because the ball had stopped moving, the referee simply ordered a 22 drop-out.
