Incoming Dublin Docklands Development Authority (DDDA) chairwoman Dr Niamh Brennan owns a stake in one of property company Ballymore's main vehicles.
Brennan owns part of Brennan Holdings which in turn owns a 0.1% stake in Ballymore International, which was set up in 2007.
Sean Mulryan's Ballymore is part of a consortium that won the tender to develop the U2 tower in Dublin's south docklands, although that project has been put on hold.
As its assets are in mainland Europe, Ballymore International does not have a stake in the U2 tower.
Other investors in Ballymore International include private clients of Davy Stockbrokers, while Anglo Irish Bank are one of Ballymore's bankers.
Brennan did not return calls seeking comment.
"The chairman will… make the appropriate declarations of interest as required by the authority's code of conduct," the DDDA said. "Niamh Brennan is one of the foremost experts on corporate governance... The minister has full confidence in her and her abilities," said the Department of the Environment.

As the son of a bricklayer Michael Schumacher may be a candidate for DDDA Chairmanship. Michael is an expert on the governance of German Autobahns but this does not necessarily stop him exceeding the few existing speed limits around Nürnberg.
