NEW legislation designed to protect people who cannot pay fines from going to prison is to be signed into law this week.


The Fines Bill 2009 will provide alternatives for those who cannot meet payments.


A system of installments will be introduced, and there will also be a capacity for the courts to reduce the fines in cases where an individual's financial circumstances merit it.
