AN INFORMAL meeting of the Organisation for Security and Cooperation in Europe got underway yesterday with European Affairs minister Dick Roche in attendance as the Irish representative. Roche travelled to Kazakhstan, which is the current chair of the body, for the international conference.


Early warning, conflict prevention and resolution, human rights, weapons control and transnational threats were all on the agenda.
